POWER SUPPLY BUSINESS PLAN (RUPTL) 2019-2028, MORE EFFICIENT


Minister of Energy and Mineral Resources (ESDM) Ignasius Jonan announced the 2019-2028 PT PLN (Persero) Power Supply Business Plan (RUPTL) at the ESDM Office on Wednesday (20/2). In the RUPTL, Minister Jonan explained that power plants from new renewable energy (EBT) and gas-based power plants outside those listed in the 2019-2028 RUPTL can be carried out and do not need to wait for changes to the RUPTL, as long as the electricity system is possible and must be included in the RUPTL next.

 

"In the government decision, it is stated that from now onwards, the addition of renewable or EBT power plants does not require planning at the RUPTL, as long as the electricity system is possible and must be included in the next RUPTL, thus saving 1 year," he said.


Jonan revealed that the EBT plant was not included in the planning of the RUPTL is one of the ways for the government to encourage investors to increase initiatives in submitting EBT plants so that they can enter the electricity network system. This will have an impact on time savings of up to one year.


"So it is submitted to PLN, the process is the same but does not need to be included in the RUPTL. Later if PLN agrees, it will be included in the RUPTL next year, so this can save time a year. "explained Jonan.


In addition, Jonan explained that gas-based power plants also do not need to be included in the RUPTL planning, it aims to increase gas use in the country and can quickly be used if a time is needed.

"The construction of a Gas Power Plant (PLTG), Steam Gas (PLTGU) or gas engine (PLTMG) that has a capacity of up to 10 Mega Watts (MW) does not need to be included in the RUPTL planning, so this can be needed at any time, "he added.


The gas-based power plant, continued Jonan, will be used for islands in central and eastern Indonesia compared to coal-fired power plants.


"If make a steam power plant (PLTU) with only 5 MW, in small islands, I think it is not effective, because sending the coal is very difficult," he concluded.


As is known, the planned construction of electricity supply infrastructure in the PT PLN (Persero) 2019-2028 RUPTL is as follows:


a. Projected average electricity growth of 6.42%
b. Total planned construction of 56,395 MW power plants
c. Generator energy mix target in 2025, coal 54.6%, EBT 23%, gas 22% and BBM 0.4%
d. Total planned construction of transmission network  57,293 kms
e. Total planned construction of substations 124,341 MVA
f. Total planned construction of a distribution network of 472,795 kms
g. Total planned construction of distribution substations is 33,730 MVA
h. Addition of EBT Generators 16,714 MW.  (sk)
