Innovation of ESDM Sector Policy to be 'Red Carpet' for Investors

JAKARTA - Minister of Energy and Mineral Resources (ESDM) Ignasius Jonan wants various policy innovations in ESDM sector to be an opportunity for investors to do business in Indonesia.

"I know the world economy is sluggish, but this can be achieved where the economic outlook of Indonesia is better than the global trend. This is an investment opportunity after we have various (innovations) policy in the EMR sector," said Jonan as a speaker at the event "Innovation For Growth: Indonesia's Partnership With US Investors "in Jakarta, Thursday (2/11).

 

In front of US investors, Jonan explained some of the EMR sector policy innovations in the concept of #Energi Berkeadilan (equitable energy), including the utilization of Renewable Energy (EBT) at affordable prices, reforming the certainty of Power Purchase Agreement (PPA) business with Minister of Energy and Mineral Resources Regulation No. 49 Year 2017, and change the tender system on the Working Area (WK) Migas (oil and gas) with Online system.

 

Not enough, the Government through the Ministry of Energy and Mineral Resources also changed the Production Sharing Cost (PSC) Cost Recovery to PSC Gross Split, revised Government Regulation No. 79 of 2010 to PP No. 27 of 2017, oil and gas refinery development by Private Enterprise and simplify licensing

 

Through the various policy innovations, Jonan added, investors are glancing various investment opportunities that have been provided, such as the 35,000 MW program that is still open for the private sector of 6 Giga Watt (GW). "This is a 6 GW opportunity is still open to invest, it will be opened soon and we will learn the details first," he said.

 

Especially for potential renewable energy investment of 209 GW spread over 12 locations. More interestingly, local local BPPs at the 12 locations are larger than the national average CPP. "It's very exciting for you to do business, but not for Exxon and Chevron because it does business in oil and gas, especially Freeport, it's not about nationalization, but about climate change," joked Jonan to the ranks of PT Freeport officials.

 

The trust of these investors is appreciated by the World Bank by placing Indonesia 72nd in 2018 in Ease of Doing Business (EODB) in Indonesia. The ranking is a success in itself after in 2017 only occupy the position to 91 or up 19 ratings.

 

One of the main indicators of the assessment is the ease of access to electricity (getting electricity) which also increased sharply from 49 in 2017 to 38 in 2018 or up 23 rankings since 2016 from 61st rank.

 

Another indicator is Dealing with Construction Permits. It is implemented in the EMR sector, the Ministry of Energy and Mineral Resources reformed the transfer of licensing to One-Stop Integrated Permit Investment Coordinating Board (PTSP - BPKM) totaling 63 units, so the Ministry of Energy and Mineral Resources now simplifies licensing as many as 15 licenses, covering 6 oil and gas permits, 6 mineral licenses , and 3 permits EBTKE.
