The Proof of Development of Clean Energy Targeted with More Efficient Prices

JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) continues to work in order to achieve the target of New Renewable Energy (EBT) mix of 23% by 2025. The optimistic target is also accompanied by efforts to make the EBT electricity sale price more efficient. Thus, people can still enjoy affordable electricity tariffs and the amount of electricity subsidy is not swollen.

The positive sign of the fulfillment of these targets began to be seen since May 2017 when the first signing of Power Purchase Agreement (PPA) EBT after the issuance of Ministerial Regulation (Permen) ESDM Number 12 of 2017. Enhanced candy with the Ministerial Regulation No. 50 of 2017 set the price of electricity EBT becomes more efficient.

 

Since ESDM Regulation No. 12 of 2017 was issued on January 27, 2017, as many as 59 PPA EBT has been signed ie 2 PPA on May 19, 2017, 46 PPA on August 2, 2017, and 11 PPA on September 8, 2017 with total capacity of 567 MW.

 

In fact, on November 2, 2017, Director General of New Energy and Energy Conservation (EBTKE), Rida Mulyana and Director General of Electricity, Andy Noorsaman Sommeng said that PT PLN (Persero) is preparing to sign another 9 PPA EBT with a total capacity of 640.65 MW.

"There are 9 IPPs that will sign the PPA with PLN PLTP in South Sumatra, PLTA in Central Sulawesi, while for the PLTM will be built 7 plants spread in West Java, Central Java, North Sumatra, Gorontalo, and West Nusa Tenggara," said Rida .

 

"The total capacity of the nine power plants is 640.65 MW, consisting of 515 MW PLTA, PLTA Rantau Dadap 86 MW and 7 PLTM with total capacity of 39.65 MW," added Andy.

 

With the additional plan of 9 PPA EBT, the total PPA EBT signed after the ESDM Ministerial Regulation No. 12 of 2017 becomes 68 PPA with a total capacity of 1,207 MW.

 

The EBT development signal is also visible from the planned completion of the Sidrap 75 MW Wind Power Plant (PLTB) in early 2018. In a press conference at Sidrap PLTB (30/9), the Minister of Energy and Mineral Resources, Ignasius Jonan confirmed his support for the advanced stage, "The developer will continue for phase 2 of this project, an additional about 50 MW, as long as the tariff fits definitely the road, "said Jonan.

 

In response, the developer of PLTB Sidrap has agreed to develop phase 2 with the price according to the Regulation of Energy and Mineral Resources No. 50 of 2017. The price of PLTB for South Sulawesi region of 7.63 cent US $ per kWh or Rp. 1,016 per kWh.

 

Sample of EBT with other efficient prices include the Sea Flow Power Station in Larantuka Strait, NTT capacity of 20 MW has agreed with the price of 7.18 cents US $ per kWh. In addition, the Solar Power Generation (PLTS) to be developed in PTBA's former mining area also agrees with the price of 5 cent US $ per kWh. In the case of PLTS floating in Cirata will be built with a capacity of 2,000 MW and Pulau Laut PLTB and Janeponto PLTB will also be built at a price as Permen ESDM No. 50 of 2017.

 

In 2017, there is a total additional of 215 MW Geothermal Power Plant (PLTP). The addition, consisting of two PLTPs that have been operating, are PLTP Ulubelu unit 4 (55 MW) and PLTP Sarulla Unit 2 (110 MW) and are planned to operate by the end of 2017 which is PLarah Karaha unit 1 (30 MW) and PLTP Sorik Merapi (20 MW ).

 

As the Ministerial Regulation of Energy and Mineral Resources Number 50 Year 2017, electricity price policy from PLTP and PLTS( Waste Power Plant) is more attractive. The EBT selling price of the 2 types of EBT is 100% of the local BPP in the region where the local BPP is higher than the national BPP. It is higher than other EBT types whose EBT selling price is 85% of the local BPP. (AS)
