2025, Government Targets 1.8 GW Built Wind Power Plant in Indonesia

 Monday, December 4, 2017

JAKARTA - With a total potential of 60.6 Giga Watt (GW), Wind Power Plant (PLTB) is one of the great potentials in developing the national electricity, especially in areas with potential wind speeds above 4 meters per second (m / s ). Recorded provinces with great potential for this wind energy are East Nusa Tenggara (10.188 MW), East Java (7,907 MW), West Java (7.036 MW), Central Java (5,213 MW) and South Sulawesi (4,193 MW).

The great potential for wind power is also seen in the World Wind Power potential map launched in World Bank 2017 in Rotterdam, The Netherlands (28/11), which can be accessed on the https://globalwindatlas.info page. Seen spot of wind power shown through yellow / red color (high speed potential and high wind density) in East Nusa Tenggara, South Sulawesi, South Kalimantan, southern part of Java Island, and southern part of Papua.

Until 2017, the Ministry of Energy and Mineral Resources (ESDM) just listed the installed capacity of PLTB of 1.1 MW, or when compared to the new potential 0.0002% utilized. The government through the General Plan of National Energy (RUEN) itself has targeted in 2025 to be installed 1.8 GW of power plants.

Early next year, in the hills Sidrap, South Sulawesi with an average wind speed of 7 m / s will operate 30 wind turbines each with a capacity of 2.5 Mega Watt (MW) or 75 MW in total. The project undertaken by PT UPC Sidrap Bayu Energy since April 2016 requires investment of USD 150 million. When the project has been operating, the Sidrap PLTB(Wind Power Plant)  can deliver electricity to approximately 80,000 households of 900 VA customers. In preparation is also planned expansion PLTB Sidrap Phase II, with a capacity of 50 MW. The selling price to PLN is expected to be cheaper, below 7 cent USD / kWh.

Adding to the electricity supply in South Sulawesi, Jeneponto 65 MW PLTB developed by PT Energi Bayu Jeneponto will also follow. Meanwhile, in South Kalimantan, PT Tala Alam Baru will also begin the first phase of PLTB(Wind Power Plant) Tanah Laut with a capacity of 75 MW which is expected to be completed by 2019. The PPA(power Purchase Agreement) PLTB (Wind Power Plant) Tanah Laut will be signed in Paris on December 11, 2017 together with the One Planet Summit meeting attended by Minister of EMR.

The growing market of PLTB(Wind Power Plant)  world, especially in Europe become reference in acceleration of capacity building of PLTB in Indonesia. Cooperation has been done with various countries such as Denmark which more than 40% energy in the country is supplied from PLTB (Wind Power Plant). In fact, the development of wind energy in Europe has now moved towards offshore, where offshore wind potential could be more double than potential on land.

In order to encourage the improvement of the utilization of this wind power, besides conducting pre-feasibility studies for areas that already have potential measurement and continued with the feasibility study of PLTB (Wind Power Plant)development to attract world investors, the Government also encourages the development of PLTB (Wind Power Plant)plants in remote areas, outer islands and borders of NKRI(The Unitary State of the Republic Indonesia), by embracing the local Regional Owned Enterprises (BUMD).
